95365 - TANGLEWOOD, WATERFORD CLOSE

History:  95113, registered 18 Feb 2010 but since invalidated.   We commented "Since February 2006, planning consent has been given to developers for the construction of 22 houses on the former plots of just seven detached houses bordering Waterford Close and Waterford Lane. The former green and spacious character and distinctiveness of this part of the town has in consequence undergone a substantial and irreversible change as taller and more densely packed buildings have displaced mature hedges, trees and open space. In the circumstances, and notwithstanding Policy CS2 (b) of the Core Strategy 2009, there can be no reason which has not already been set aside to oppose the replacement of another substantial house by two more in the idiom of the new distinctiveness imposed on the neighbourhood by recent redevelopment. The Society nevertheless urges the imposition and active supervision of strict conditions to satisfy Saved Policies DW-E8 and DW-E9 in respect of the important trees and hedges on the site, as described by Appendix 3 of the accompanying Arboricultural Assessment. Conditions should also require the replacement of the substantial hedge which although not protected was a feature of the existing property's frontage, and which has already been substantially pruned.   Redevelopment of this area has now been in progress for more than three years, during which both Waterford Lane and Waterford Close have been the scene of congestion by contractors' vehicles. Adding the vehicles of another contractor to those currently engaged in redeveloping the neighbouring site will both prolong and increase the inconvenience imposed on the residents of neighbouring properties, who would welcome any amelioration which might be imposed by an appropriate condition."

Comment:  This is interesting.   The application is described as "demolition of existng" but is actually a complete application to replace the invalidated 95113 seeking two houses with a single substantial house.   I suspected (and my man on the spot confirms) that the change came about when the applicant learned that the Council proposed, under the Core Strategy, to levy a "50% affordable" contribution of £162,500 for two houses, to which was added for good measure a transport contribution of £7,176 (to say nothing of some fairly arduous conditions concerning the wellbeing of any bats, stag beetles and so on found on the site during demolition, which presumably still apply).   It seems probable that the applicant is seeking to get round the new rules by applying for one house now, which will be followed in a year or two by an application for another on the large garden.   It is ironic that the 22 vast houses approved in Abbots Brook and later across the road, all allowed under the Prescottian garden-grabbing regime, made almost no affordable housing contributions while inflicting far more damage on the town.   It also appears that the increasing scale of affordable housing contributions may have passed the point of diminishing returns.

95368 - LITTLE BELLMORE, 17 BELMORE LANE

History:  none (see comment)

Comment:  Although it predates my database this house, which used to be called the Old Coach House (one of several in Lymington so named) was for many years was the home of Alastair Easton.   It was extensively refurbished and modernised after Alastair died and was sold on a year or two back for a substantial sum.   Why anybody should want to spend a whole lot more on it so soon must remain  a mystery.   It is not a listed building but is an attractive house on the edge of the Conservation Area whose appearance is somewhat compromised by the mock Georgian estate of Wykeham Place into whose western edge it is inset.   The proposed alterations appear tolerable.
