Comment:  This is another application in which the condition quoted is inconsistent with the record.   The application form says that an intention to convert part of the garage to living accommodation will reduce off-road parking spaces.   Condition 3 of 69457, which was granted on 9th August 2000, says: "3) The exisitng detached garage shall be demolished and a new 1.8 metre high close boarded fence shall be erected between points X-X on the approved plan prior to the commencement of the development hereby approved.   Reason: 3) In order to protect the privacy of the occupiers of the adjoining property".    On the other hand, Condition 5 says "5) The use approved by this permission shall not commence until the areas indicated in the submitted plans for the parking and turning of vehicles have been provided. These areas shall subsequently be kept available for their intended purposes at all times.   Reason: To minimise the need for parking on nearby roads and other areas." which sounds more relevant, though it is difficult to be sure as the only documents on the website are the application form, the location plan and the near -standard "Land Drainage - No Comment" consultee response.
