registration date:  05/07/2010

Recommendation:  No action

95796 - UNITS 1 - 4 ANCHOR HOUSE, BATH ROAD

registration date:  06/07/2010

Location:  Coffee shop opposite Solent Place/Force 4 chandlery

Proposal:  Continued use as cafe restaurant & bar (Use Class A3 & A4),

Statutory Class: Change of Use

Consulted:  neighbours 16, others 14

History:  92095 (07/04/2008) - Shopfront - granted (delegated)

92098 (07/04/2008) - illuminated fascia sign - granted (delegated)

Comment:  This is a retrospective application following the discovery that the incorporation of adjacent premises to expand the approved shop required it.   So it doesn't actually imply any change to the nature of the business already approved, licensed and carried on there.   The design statement goes on at some length about the steps already taken to minimise the impact on nearby residential properties (noise, smell, parking).   Any objections to this application (there are none so far) should come from the neighbours.

Recommendation:  No action

95861 - 40 BELMORE LANE

registration date:  12/07/2010

Location:  W side of upper end of Belmore Lane, next below The Cloisters (which is in the Conservation Area)

Proposal:  Detached garage

Statutory Class: Householder developments

Consulted:  neighbours 10, others 4

History:  95451            (25/05/2010) - Replacement garage - granted

Comment:  It is impossible to tell from the documents available why the consent granted a week ago should have been followed by this further application.   A neighbour objected to the previous application and this may be an attempt to overcome that - though it is hard to see how from the plans.

Recommendation:  No action

95836 - FIG TREE, ALL SAINTS ROAD

registration date:  13/07/2010

Location:  S side of road, 100 yards W of the Fisherman's

Proposal:  Detached single garage

Statutory Class: Householder developments

Consulted:  neighbours 7, others 6

History:  83276 (18/11/2004) - First floor and side extensions to convert existing bungalow into a house - granted(delegated)

Comment:  This is the former bungalow beside All Saints Road that the owner has spent years converting to a handsome clay-tile-roofed two-storey house.   A garage will tidy up the small garden and finish off an ambitious project.   (The original garage was incorporated into the extended house).

Recommendation:  No action

95889 - 3 SOLENT PLACE, BATH ROAD

registration date:  13/07/2010

Location:  W side, opposite Berthon main building

Proposal:  One and two-storey rear extension

Statutory Class: Householder developments

Consulted:  neighbours 8, others 8

History:  94989            3 (07/01/2010) - Two-storey rear extension - withdrawn

95518 (04/05/2010) - One & two-storey rear extension - refused (delegated)

95529 (04/05/2010) - Demolition of two-storey extension (Conservation Area Consent to demolish) - granted (delegated)

Comment:  A third attempt to satisfy the planners.   94989 was withdrawn when the Conservation Officer recommended refusal on grounds of poor design, and 95518 refused because "By reason of its excessive height and length, and close relationship to the dining room window and patio area serving No. 4 Solent Place, the single storey element of the proposed extension would have an imposing and overbearing impact on the occupants of that adjoining property to the detriment of their outlook and amenities".    Society intervention is unlikely to help resolve the impasse - but we should remain grateful that someone is trying to tidy up this rather scruffy corner of the Conservation Area.

Recommendation:  No action
