Recommendation: 

 12.6 Concerns have been raised that the proposed development should make provision towards public open space. However, the original 1990 development proposal for 30 dwellings was required to make provision towards public open space by way of the provision of an area of land to the west side of Old Orchards and by way of contributions towards both this space and other public open space within the town. The public open space was subsequently provided. Given that the dwelling now proposed has effectively already made provision towards public open space and given that the scheme now proposed is not materially different in terms of the additional population that would be created, it is felt that seeking an additional public open space contribution now would not be justified. - This reflects the approach taken on the recently approved 10 dwellings.

12.7 Concerns have also been raised that the proposed development should make provision towards affordable housing and transportation contributions. However, given the extant planning permission where no affordable housing or transportation contributions were required (which is the applicant's fallback position), and given the scheme now proposed is a materially better design response than the 1990 permission, it is not felt that seeking contributions towards affordable housing or transportation improvements would be justified.
