Comment:  The proposal, in the name of Mr and Mrs McCarthy, offers to reduce the ridge height of some of the Buckland Road gables by 500 mm, delete some of the retrospective internal alterations of 93174, plant a maple tree in the courtyard and add to the planting on the Avenue Road and Lower Buckland Road fronts.   A letter from the Agent (http://web3.newforest.gov.uk/images/planningimages/142864_1.pdf) includes the following:  "The Administrators (the current applicant) are attempting to secure the completion of the scheme, and in the process to recover some of the Lender's losses.   This is important, because there is no longer any realistic prospect of this development making a profit - the purpose of the current exercise is to ensure that the development is completed in a satisfactory manner and to minimise and manage losses to the original Lender.   The scheme of works now proposed represent a significant, additional financial cost and is the maximum that the Lender can bear in order to render the development acceptable to the Local Planning Authority, and to make it presentable and saleable to potential occupiers.   The alternative scenario is not an attractive one, and involves the Lender cutting its losses now and offering the development for sale as it stands.   The prospects of an early, never mind an acceptable, solution then being found are slim  .  .  .  .  It is clear that by refusing [93174] the Committee sent a strong message to developers that it will not tolerate unauthorised departures to [sic] the form of developmet that it has approved."   The reduced height will still exceed slightly that specified in 87241 and the building will remain just as hideous, but unless someone volunteers to knock it down it is probably the best we can hope for.

Recommendation:  There is probably no point in objecting, but a comment to the effect that we hope that this disaster will never be repeated might be in order.   Views welcome

 

95463 - Land rear of 117 & 119 SOUTHAMPTON ROAD

Location:  The proposed plot is carved from the western ends of the gardens of 117 and 119, with access by a long narrow track through an existing plot fronting Kings Road.

Proposal:  2 bungalows

History:  None

Comment:  An ingenious garden grab, presumably requiring the collaboration of at least three existing freeholders.   The bungalows appear tiny (they have three bedrooms without a single built in cupboard or even space for a wardrobe) and the car parking arrangements are optimistic to the point where four-wheel steering might be necessary.  (Only one vehicle can enter or leave at once, even if they can get round the corners).   It will be interesting to see if the NFDC impose a substantial demand for affordable housing, transport and open space.   The might be grounds for a Society objection on grounds of cramping.   The neighbours' views are as yet unknown.   (Anybody know who the applicants Forest Homes are?)

Comment:  It was a relief to find that this house has not fallen into the hands of a developer.   The proposals are ambitious but not objectionable

Comment:  The proposal is to add a lean-to garage to one side of the house, with the kitchen behind it.

Comment: The reason for refusal of 94447 was "The proposed extension and conservatory would, by virtue of their location and alignment threaten the retention of an important mature tree protected by a Tree Preservation Order  .  .  ."   The plans do not show any trees in either application so it is impossible to form any conclusion.   We must rely on the planners.
