Weekly Planning Search - Mar 10th 2010
95191 - 3 NEW COTTAGES BUCKLAND MANOR, SWAY ROAD
registration
date: 24 / 02 / 2010
Location: Presumably next door
to our Esteemed Chairman?
Proposal: Satellite dish
Statutory Class: Householder developments
Consulted: neighbours 3, others
4
History: None
Comment: The case officer hasn't opined yet. I must rely on our Chairman for a comment.
Recommendation: Depends
on Chairman's comment
95264 -
1 SOUTHERN ROAD
registration
date: 24 / 02 / 2010
Location: SD house at northern
end of the road on corner junction with Western Road
Proposal: Single storey
rear extension
Statutory Class: Householder developments
Consulted: neighbours 4, others
12
History: A 2009 application (94693)
for an extension was refused as "jarring" and causing loss of light
to an adjacent property.
Comment: The modified proposal
occupies an identical footprint to the refused one. There is no reason for the Society to take
sides
Recommendation: No action
95185 -
THE COACH HOUSE, 27 SOUTHERN ROAD
registration
date: 02 / 03 / 2010
Location: Behind the NW corner
of the Waitrose car park, at the top of the close leading off Southern Road
Proposal: Single-storey
rear extension; sunroom
Statutory Class: Householder developments
Consulted: neighbours 7, others
4
History: See 95264 above. The two houses are dissimilar and some way
apart so the refusal of 94693 is probably not indicative.
Comment: An attractive, low house
in a generous plot among other similar properties, it should not raise the
same objections as those levelled at 94693 above, but there is little to go
on on the website.
Recommendation: No action
95265 - THE HOUSE ON THE QUAY, QUAY ROAD
registration
date: 26 / 02 / 2010
Location: well known
Proposal: Sub-divide to
form shop, office and flat; 2 internal staircases; alterations to fenestration
and doors (Application for Listed Building Consent)
Statutory Class: Listed Building consents (alter/extend)
Consulted: neighbours 25, others
14
History: 91141 ; 18/10/2007; display illuminated fascia sign; granted
91188; 08/11/2007; display illuminated fascia sign (Listed Building consent);
granted
91943: 06/03/2008; Use as coffee shop/bistro (Change of Use); refused
92553; 18/06/2008; use ground floor as coffee shop/bistro, use 1st and
2nd floor as 1 flat, new external door; refused
92559; 18/06/2008; external and internal alterations in association with
the change of use (Listed Building
Consent); refused
Comment: This looks innocuous,
but in view of the history above it may strike a rock in the shape of the
Conservation Officer. The Case Officer
has so far not offered an opinion
Recommendation: Others'
views welcome
95309
- FORMER WEBBS FACTORY SITE, BRIDGE ROAD
registration
date: 03/03/2010
Location: !
Proposal: Mixed use development
comprising 205 private dwellings; 93 affordable dwellings; 10 live/work units;
100 bed hotel; resturant; office accommodation;1 retail unit; pedestrian bridge
over railway; riverside walkway; car parking & access (Extension of time
limit of Planning Permission 04/82337)
Statutory Class: Other Small Scale developments
Consulted: neighbours 79, others
23
History: 82337 - as above, granted
08/06/2005 subject to legal agreement (ie the proposed mini-roundabout)
Comment: Redrow are seeking to
keep their options open. In November
2009 the Government introduced a simplified planning procedure specifically
to allow applications to be kept alive during the recession, and Redrow have
used it here. Meanwhile, on 15 Jan
2010 the Environment Agency discharged the surface water drainage condition
attached to the 2005 consent - presumably because of the raised surface level. Nothing else appears to have changed. This application indirectly confirms that the
appeal to be heard later this month will go ahead and that the presentation
we heard was an aspiration rather than a firm intention.
Recommendation: It is tempting to object, but the only grounds
on which to do so are that circumstances have changed - eg Core Strategy vice
Local Plan. Such a course would probably
be dismissed as frivolous so can not be recommended. Other views welcome
95210
- Plot 15 OLD ORCHARDS, off BROAD LANE
registration
date: 03/03/2010
Location: opposite the junction
of Brackens Way and old Orchards
Proposal: House; garage
Statutory Class: Minor Dwellings
Consulted: neighbours 4, others
12
History: 38956 - 07/10/1987 -
granted
Comment: This is an addition to
the ten separate applications submitted some months ago and now nearing completion,
which takes the growing estate into the space still vacant to the west of
the other new houses (which, incidentally, are comparatively well spaced,
and although boringly similar in appearance have some attractive details and
appear to be of good quality). Like
its new neighbours, the house's ridge line is higher than that proposed in
the 1987 application. The case officer
sees no overriding objection, subject to what the neighbours may say, though
he hints, not very convincingly, at the possibility of contributions for transport,
affordable housing and open space, which were not required in those far-off
days.
Recommendation: No action
