94890 - PINEWOOD, 32 DANIELLS WALK

registration date:  19/11/2009

Location:  4th in from Belmore Lane on N side of Daniells Walk

Proposal:  Roof alterations; dormers; two-storey front & rear extensions; rear juliette balcony

Consulted:  neighbours 9, others 4

Comment:  The house is one of the original Harvey-built semi-bungalows which line both sides of Daniells Walk.   The proposed extension will just about double its footprint and add some dormers to the upper floor to make it a full 1½-storey house without adding to its height.   The long narrow garden is big enough to take it and the result should add some welcome variation to the "street scene".   A neighbour has drawn attention to an inaccuracy in the application form which need not concern us.

Recommendation:  No action

94900 - 4 SOLENT PLACE, BATH ROAD

registration date:  20/11/2009

Location:  4th along the S from the Drill Hall in the rather dilapidated terrace opposite Berthon

Proposal:  Replacement two-storey rear extension; rear balcony; replacement front fascia and boarding; 2 new rooflights

Consulted:  neighbours 6, others 7

Comment:  This looks like a welcome proposal to refurbish a rather decrepit terrace building in the Conservation Area.   The NFDC is concerned over the risk of contaminated land;  it is to be hoped that the need to pay for a consultant's report does not frighten the applicant.

Recommendation:  No action

94837 - Land adjacent HURSTLEA, FOX POND LANE, PENNINGTON

registration date:  23/11/2009

Location:  Appears to be the new building under construction on the W side of the lane

Proposal:  House; detached garage (Relief of Condition 3 of Planning Permission 09/93740 to allow additional rooflights)

Consulted:  neighbours 13, others 7

Comment:  Consent was granted for this building, which stands on a narrow plot carved from a former garden (and was the third application for the site after two refusals on grounds of mass, overshadowing and so on) with the following condition attached:

3. No other first floor windows, dormer windows or roof lights other than those hereby approved shall be inserted into the building unless express planning permission has first been granted.   Reason: To safeguard the privacy of the adjoining neighbouring properties in accordance with policy DW-E1 of the New Forest District Local Plan First Alteration.

It looks as if the builders have put some Velux lights in the roof and now want retrospective consent.   So we have what should be an interesting test case of the planners' resolve to enforce their own conditions.   Views welcome as to whether we should join the fray.

Recommendation:  PRA to note.   Discuss on 8th December

94860 - 6 BLACKTHORN CLOSE, PENNINGTON

registration date:  20/11/2009

Location:  SW corner of Pennington, near NFNP boundary

Proposal:  Two-storey side extension

Consulted:  neighbours 6, others 13

Comment:  a comparatively modest extension to a semi-detached house.   The case officer does not see any objections on planning grounds

Recommendation:  PRA to check
